In order to support Luxembourg's objective of continuing to be a digital leader and to contribute to strengthening resilience in the aftermath of the COVID-19 pandemic, Prime Minister Xavier Bettel and Alphabet CEO Sundar Pichai announced the launch of a partnership in the field of online training. Licences for "Google Career Certificates" will be made available to allow job seekers to improve their digital knowledge, among other things. They will be distributed through the University of Luxembourg Competence Centre (ULCC), with the support of the ADEM employment agency, the National Reception Office (Office national de l'accueil - ONA) and the National Social Inclusion Office (Office national d'inclusion sociale - ONIS). In addition, licences for the "Grow with Google" programme will allow small and medium-sized enterprises (SMEs) to train more in electronic commerce and marketing, through the Luxembourg Chamber of Commerce and its House of Entrepreneurship.
Prime Minister Xavier Bettel highlighted that “Luxembourg is delighted with this cooperation in the field of digital training. This is further proof of the government's relentless commitment to sustainable and inclusive digital transformation. Luxembourg has been able to create in recent years an environment very favourable to digital innovation, without ever forgetting the human aspect, which we put at the centre of our reflections on digitalisation".
Finally, Luxembourg's Prime Minister and Sundar Pichai touched on other topics such as the data centre in Bissen, which is currently following administrative procedures, as well as the interest of both parties in analysing other project opportunities to be developed. 5G technology is now ready to be deployed and will have a big impact on the implementation of autonomous and connected driving as well as on the Internet of Things. According to inCITES Consulting, author of the Europe 5G Readiness Index, “5G has become the new arms race between the different nations, which are desperately trying to claim leadership in 5G for their own reasons”. However, a country’s readiness for and ability to implement 5G depends on a number of economic, operational and social factors. The 5G Readiness Index provides an overview of how ready different European countries are to implement this key technology for the future.
Strong government vision
Luxembourg ranks 10th in the overall index, or 9th if the index is weighed according to the importance of major criteria. The country ranks 1st in the Country Profile category, a feat that is largely due to the government’s strong ICT vision.
The country also ranks between 1st and 7th in 6 out of 7 criteria for Regulation and Policy, a category that includes factors relating to the regulatory and policy frameworks that will be key to facilitate the smooth and swift deployment of 5G networks. It is top-ranked in both the effectiveness of law-making bodies and laws relating to ICT criteria. Luxembourg’s government defines its strategy vision for artificial intelligence
Mai 24, 2019; Luxembourg’s government has made its vision for AI known via a newly published strategy report that promises, first and foremost, a human-centric approach.
The “Strategy Vision for Luxembourg” was jointly drafted by Digital Luxembourg, a government initiative that strengthens and unifies the country’s digitalization efforts, and Luxinnovation, the national innovation agency, with valuable input from public and private experts.
The starting point of a process without a finish line, this vision is a framework for action and a springboard for new policies. Acknowledging the speed of AI’s arrival, the report articulates the government’s intention to actively shape, drive and leverage this life-changing technology. It aligns with Luxembourg’s three digital ambitions:

Depuis quelques années, le Luxembourg multiplie les efforts pour se positionner en réelle nation digitale. Le chemin parcouru est considérable. Bien connecté, avec des infrastructures résilientes et des compétences ICT poussées, le pays dispose désormais de solides atouts. Mais il lui reste encore de nombreux défis à relever.

Avec les nouveaux modèles d’enseignement, tous les équilibres, tous les codes sont remis en cause. Au sens strict du terme, il n’y a plus d’enseignant, pas de cours, pas de programme, rien que des cas concrets à résoudre en trouvant soi-même la solution ou en s’associant à d’autres élèves. Cette pédagogie met l’accent sur le comportement, les capacités à travailler à plusieurs et à apprendre très vite en autonomie.
Pour Romain Martin, vice-recteur pour les affaires académiques de l’Université du Luxembourg, «la principale erreur consiste à se focaliser sur les technologies elles-mêmes. Il ne faut pas simplement regarder l’outil, mais comment ces outils sont utilisés.» Une désacralisation des technologies pourtant au cœur des enjeux, au profit d’une démarche pédagogique nouvelle. Digitalisation des administrations publiques
Le Gouvernement Gambia 2 déclare vouloir poursuivre et intensifier « les efforts entrepris jusqu’à présent en matière de numérisation de toutes les étapes de travail des administrations publiques, aussi bien en interne qu’en contact avec les citoyens et les entreprises ». Il précise que tout échange entre l’Etat et les citoyens devra pouvoir être effectué par Internet. Parmi les éléments notables, le Gouvernement, en collaboration avec Guichet.lu, entend généraliser le recours à des chatbots pour faciliter l’accès des citoyens aux informations. Notons encore que sera introduite la possibilité de payer les factures émises par les administrations publiques par des méthodes de paiement numérique rapides, mobiles et sûres.
Faire du Luxembourg un « safe haven »
Les mécanismes de protection des données qui sont confiées à l’Etat par les citoyens et les entreprises seront examinés et renforcés. Les investissements dans la sécurité des infrastructures informatiques critiques seront poursuivis en vue d’une meilleure protection contre les cyberattaques et en vue de faire du Luxembourg un « safe haven » à l’échelle internationale.

Information Technology Law (IT Law) is a research area concerned with Ethics and Law for Information Technologies. The area has recently gained increasing interest, due to the rapid and pervasive deployment of Artificial Intelligence (AI) technologies within industrial products that we can find in our everyday life.
The first central concern is the demand of clear legal and ethical guidelines to channel this development. The research area is receiving worldwide attention not only due to the disruptive impact it may have on the labour markets, but also because of the complex socio-ethical and legal questions it poses in combination with its manifold and complex technological challenges.
The second central concern is the relationship between humans and AI technology: there is a potential danger of raising negative attitudes in society towards the development and deployment of modern artificial-intelligence technology (e.g., by often poorly informed, biased media reports), while there is at the same time an education gap regarding the actual state-of-the-art and the predictable future in the development of intelligent autonomous systems. There’s no reason AI can’t take ethical actions/moral decisions, but a pure artifact, with no human component, should never be held to be the moral agent or the legally responsible party; justice and responsibility are concepts by which we humans organize our own societies, and which rely on human interests, drives, and capacities in order to steer behavior in ways appropriate to maintain those societies.
Law and Ethics for Science and Technology aims at developing and studying means to make the use of AI technologies in critical areas in a safe, sustainable and responsible way. Ethics-by-Design concerns the methods, algorithms and tools to endow autonomous agents with the capabilities to reason about the ethical aspects of their decisions, as well as the methods, tools and formalisms to guarantee that agents’ behavior remains within given ethical and moral bounds. Having a strong capacity for renewal is the essential drive to face competition within a global economy that is constantly changing. In the last few years, Luxembourg has grown stronger through the development of innovative technological businesses, whether in the sphere of electronic business, digital content, cloud computing, Big Data or e-payments.
In other words, in terms of digital progress, the Grand Duchy experienced a significant boost in recent years. Today, Luxembourg is among the leading countries of the European Union in this field, just behind Scandinavian countries (Denmark, Sweden, Finland) and the Netherlands.
At a later stage, the objective is to strengthen and consolidate the country's position in the field of ICT in order to, among other considerations, diversify the economy. "Digital Lëtzebuerg" is the name of the institution behind this digital transformation; Luxembourg's new face as a smart nation: a modern, open, highly connected nation that is good to go for a digital society.
In a meeting with Pascal Steichen, CEO of the economic interest grouping known as Securitymadein.lu, he tells us why Luxembourg is setting an example to follow when it comes to cybersecurity.
1. Luxembourg ranked 1st in the world for ICT access and 10th regarding ICT use. In what way does Luxembourg benefit from being a privileged location for companies in the ICT sector?
One of the main benefits is the development of a service-based economy. The high level of equipment and connectivity means that businesses can develop innovative services supported by a high performance digital infrastructure and a very receptive audience.
What's more, the country's size means that it is an ideal environment for innovations to thrive. Last but not least, for over a decade, the government has been strongly and actively supporting digitalisation and cybersecurity as cornerstones of the country's development strategy.

Schulpflicht von 16 auf 18 Jahre angehoben
Bei der Erzieherausbildung wird ab 2022 ein neues DAP mit der Bezeichnung „Education“ eingeführt. Dieses Diplom befähige die Absolventen, in „Crèches“ oder „Maisons relais“ zu arbeiten. Ebenfalls im Rahmen der „Formation professionnelle“ wird ab November dieses Jahres das „Digital Learning Hub“ auf Belval vorgestellt. Hier sollen spezifische Weiterbildungen in den Bereichen „Design Thinking“, „Blockchain“, „Cybersecurity“ und „Coding“ angeboten werden. Diese Weiterbildungen seien für Erwachsene gedacht und könnten sich über ein paar Wochen bis zu ein paar Monaten hinziehen, so Meisch.
Zu den neuen Reformen gehört laut Claude Meisch die Anhebung der Schulpflicht von 16 auf 18 Jahre. In den nächsten Wochen werde er dazu einen Gesetzestext vorlegen. Daneben wird die Hausaufgabenhilfe reformiert. Diese soll für sämtliche Schüler gleichermaßen zugänglich gemacht werden, so der Minister. Daneben sollen alternative Angebote für Schulabbrecher erörtert werden. Zu einer weiteren weitreichenden Reform will Meisch ebenfalls in den nächsten Wochen einen Gesetzestext vorlegen. Es geht um eine verbesserte schulische Integration der „Primo-arrivants“, also jener Schüler, die aus dem Ausland kommen und zum ersten Mal an einer Luxemburger Schule unterrichtet werden. It’s done! The first real estate transaction using the blockchain technology has just been completed in Luxembourg. This new type of investment should disrupt a booming market and attract new individual investors willing to invest in bricks and mortar. Startups and real estate professionals at the heart of innovation
At the helm of this great premiere are Bernard and Laurent Olmedo, directors of Creahaus, as well as Michael and Frédéric Reichling, directors of Espace Invest. The two key players in the Grand Duchy’s real estate landscape co-founded Property Token SA and successfully launched the first Luxembourg real estate token issue.
To carry out this first transaction, the two developers and builders called on the expertise of Tokeny – which made its token emission technology available – and CoinPlus – which provided the “zeroelectronic” physical vault where the tokens issued are securely stored. Not forgetting the architect of this solution, the strategy and innovation consulting firm INNO led by Wesley Deglise.

Luxembourg have made dramatic progress in their efforts to fortify their cybersecurity efforts. In 2017, the country was ranked 36th in the world and 20th in Europe by the International Telecommunication Index’s Global Cybersecurity Index. However, owing to significant progress, “the green heart of Europe”, in the space of one single year have reduced their ranking to 11 position worldwide. In Europe they have also managed to reduce their ranking to number 7 out of the 46 countries evaluated.

Friday saw the presentation of Luxembourg's strategies for artificial intelligence (AI) and the continuous digitisation of priority economic sectors.
On 24 May 2019, Prime Minister Xavier Bettel, who is also Minister of Digitalisation, and Deputy Prime Minister, Minister of the Economy Étienne Schneider presented the political guidelines for AI and the data-driven innovation strategy to support the emergence of a sustainable and trusted economy in the Grand Duchy.
The development of a strategic vision of AI in Luxembourg has become a national priority, intended to be beneficial to society and its citizens. Le ministre délégué à la Digitalisation, Marc Hansen, a annoncé lors de l’ouverture du deuxième Infrachain Summit à la Spuerkeess, ce jeudi matin, le lancement d’une blockchain «publique», développée par le CTIE et le Sigi. Une première mondiale.
«Nous allons lancer une blockchain publique, probablement unique au monde, dont les opérateurs seront le CTIE et le Sigi, à un niveau national et local.» Le ministre délégué à la Digitalisation, Marc Hansen , n’a pas fait le déplacement à la deuxième édition du sommet Infrachain pour rien.
«Nous allons mener des expériences sur les premières applications possibles, pour mieux comprendre les opportunités. Mais nous sommes déterminés à être des pionniers! Si les autorités se lancent dans cette initiative, cela devrait amener le secteur privé à en faire autant», ajoute-t-il.

Auf die Frage, wie lange er, der die Dauer, in der ein Minister kontinuierlich Mitglied der Regierung sein darf, im Referendum vom Juni 2015 ja auf zehn Jahre begrenzen wollte, sein Regierungsamt dann noch auszuüben gedenke, gab Schneider an, dass im Leben etwas passieren könne, das einen dazu bringe, etwas anderes zu machen. Im Moment habe er jedenfalls noch große Lust, und sei in seinen beiden Ressorts voll motiviert. Er werde also bis auf weiteres auf seinem Posten bleiben.
Die jeweils wichtigsten Punkte aus dem Regierungsprogramm zum Wirtschafts- und zum Gesundheitsministerium fassen wir nachstehend zusammen.
Dezentralisierung der Wirtschaft
Etienne Schneider zeigt sich überzeugt, dass man nicht alles rund um die Hauptstadt konzentrieren dürfe. So soll zum Beispiel die „Nordstad“ weiter ausgebaut werden, die zu einem wichtigen „Pôle de développement économique“ werden soll. Auch werde versucht, eine Reihe von Aktivitäten an den Grenzen anzusiedeln, um dort die Leute aufzufangen, die ja sowieso zu einem Großteil aus dem Ausland kommen würden. Hier gebe es bereits konkrete Projekte.

La digitalisation globale qui s’accélère dans tous les domaines de notre société va-t-elle conduire à une destruction massive d’emplois ? Malgré de nombreux démentis argumentés, cette question reste prégnante et suscite toujours de nombreuses inquiétudes, au Luxembourg comme ailleurs. « Ce n’est pas nouveau : à chaque révolution technique qui se produit au cœur de nos sociétés, cette peur ressurgit, tempère Nicolas Schmit, ministre du Travail, présent ce mercredi soir lors d’un événement consacré au sujet au siège de KPMG Luxembourg. Concernant la transformation digitale, l’inquiétude a été attisée par une étude de l’université d’Oxford, publiée aux alentours de 2014, et qui expliquait que plus de 40% des métiers pourraient bientôt être automatisés par des robots. Toutefois, les résultats de cette étude ne sont pas complets : si certaines professions seront impactées par l’automatisation, elle ne pourront pas être remplacées à 100% par des robots. «5G ist eine Frage der nationalen Souveränität. Das bedeutet, dass wir uns nicht von anderen Ländern diktieren lassen dürfen, weil sie technologisch fortschrittlicher sind», erklärte Premierminister und Minister für Kommunikation und Medien, Xavier Bettel, am Donnerstagmorgen auf einer Konferenz des Service des médias et des communications bezüglich der Umsetzung eines 5G-Netzes in Luxemburg. «5G ist nicht nur eine Erhöhung der Bandbreite, es wird Unternehmen anlocken und Arbeitsplätze schaffen», erklärt er weiter. Die fünfte Generation des Mobilfunks (5G) soll Daten mit bis zu zehn Gigabit pro Sekunde übertragen. Derzeit befindet sich dies noch in der Testphase. Die EU plant, dass die Technologie bis 2020 marktreif sein soll.
Die Strategie soll gemeinsam mit den anderen Ländern der Europäischen Union durchgeführt werden. Der Premierminister nutzte die Gelegenheit am Donnerstag, um die nächsten erforderlichen Schritte zu erläutern: So werden in Luxemburg die Lizenzen für die verschiedenen Bandbreiten im zweiten Quartal 2019 und in der zweiten Jahreshälfte 2020 vergeben. What is the Cybersecurity Challenge Luxembourg? The Cybersecurity Challenge Luxembourg is organized by C3, the Cybersecurity Competence Center Luxembourg, within the frame of the European Cybersecurity Challenge (ECSC) which is an initiative by the European Union Agency for Network and Information Security (ENISA). This competition targets open-minded creative digital natives. Our aim is not only to find talents but encourage young people to pursue a career in cybersecurity and related disciplines. Furthermore, through CSCL, we promote safe online behaviors by raising awareness on information security issues as well as develop expertise and interest in cybersecurity through challenging games and skill tests. La confiance d’autres États
L’État luxembourgeois peut aujourd’hui se targuer d’un haut niveau de maturité, au point de recevoir la confiance d’autres nations qui, comme l’Estonie, ont choisi le Grand-Duché pour y installer leur ambassade digitale. «Nous sommes parvenus à marier les nouveaux concepts de sécurité informatique à des protocoles plus anciens, ceux de la diplomatie, pour créer un nouveau service. À travers une ambassade digitale, un pays peut préserver toutes les données indispensables à sa survie», explique François Thill.
Notre volonté est de démontrer que les données seront mieux protégées au Luxembourg.

Avec cet environnement de confiance, Luxembourg veut, de la même manière, attirer d’autres acteurs désireux de développer des activités numériques. «Notre volonté est de démontrer que les données seront mieux protégées au Luxembourg», assure François Thill. Dans cette optique, l’État continue d’investir, notamment dans une infrastructure qui permet de mieux protéger le réseau d’attaques de type «déni de service», ou encore en faveur de l’émergence d’une offre dans le domaine de la cyberassurance.
Sensibiliser et collaborer
Le niveau de maturité d’un État en matière de cybersécurité ne peut pas dépendre uniquement du secteur public. Il est important que les bons principes de gouvernance soient aussi appliqués par les acteurs du privé. «Le niveau de maturité peut fortement varier d’une entreprise à l’autre», poursuit François Thill. «Les grandes entreprises sont le plus souvent bien protégées. Dans beaucoup de PME, cependant, on prend rarement le temps de réfléchir aux risques, à leurs impacts et aux mesures à prendre pour protéger l’activité.»

Beaucoup continuent à penser que la cybersécurité implique des investissements importants. «C’est faux», conteste François Thill. «80% de l’effort à réaliser consiste en une bonne sensibilisation des personnes autour de quelques principes de base, comme le choix de mots de passe sécurisés, une bonne gestion des accès, le signalement de comportements suspects... La pandémie a aggravé les écarts de niveau entre élèves et les risques de décrochage scolaire. Pour lutter contre ce phénomène, Claude Meisch a annoncé que l’obligation scolaire serait étendue de 16 à 18 ans. L’enseignement du coding sera aussi généralisé afin de réduire la fracture digitale.
