CHALLENGE
The SpaceResources.lu Challenge is an integral part of the SpaceResources.lu initiative and aims to discover innovative solutions that complement Luxembourg’s growing portfolio of activities in space resources utilisation (SRU). Specifically, the Ministry of the Economy is looking to strengthen the country’s expertise in promising areas related to the SRU value chain including, but not limited to, prospection, extraction, processing, manufacturing, and servicing. It is also interested in enabling technologies and fields related to SRU such as materials science, additive manufacturing, remote sensing, communications, robotics, data analytics, and artificial intelligence, but will not consider launch activities.
The challenge addresses enterprises, universities, scientific institutions, startup teams, consortia, and individuals of legal adult age from around the world willing to set up a sustainable business and to create economic substance in Luxembourg by establishing and registering a Luxembourg-based company.

Interdisciplinary Cre@tivity and Skills Competition (ICSC) :: Das Thema "Leben und Arbeiten im Weltraum" und die damit zusammenhängenden Fragestellungen und Herausforderungen sollen von Schüler/-innen in einem Kreativwettbewerb erforscht werden. Mit der Aktion wollen wir nachfolgende Ziele erreichen: 1) Jugendliche für aktuelle Forschungs-Themen sensibilisieren und interessieren, 2) Teamgeist und kollaboratives Arbeiten fördern, sowie autonomes, selbstgesteuertes Lernen mittels praktischen Projekten vorantreiben, sowie 3) Schüler/-innen mit der Forschung und freien Wirtschaft (Unternehmen / Industrie) zusammenbringen um eine mögliche Berufswahl / Studienwahl zu vereinfachen. Die Projektbeiträge kommen von den teilnehmenden interessierten Gruppen. Selbst zusammengestellte Teams bearbeiten von März bis Juni 2018 eine Fragestellung aus den naturwissenschaftlichen, technologischen und volkswirtschaftlichen Bereichen (Biologie, Physik, IT, Technik, Robotik, 3D Print, Laser cutting, Circular Economy... aber auch aus der Kreativwirtschaft, Politik, Soziale Aspekte und Funding). Die Fragestellung hat einen direkten Bezug zum Thema „Leben und Arbeiten im Weltraum“ oder „Space Mining“. Die Preisüberreichung findet im Juli 2018 statt. Wir laden alle interessierten Lehrer/-innen auf eine Informations- und “Kick off” Veranstaltung ein, die am 27. Februar 2018 im Forum Geesseknäppchen von 15 bis 18 Uhr stattfindet. Hier wird den Teilnehmern in praktischen Workshops gezeigt, welche Möglichkeiten der ICSC-Wettbewerb bietet, z.B. Stop-motion Video produzieren, 2D und 3D Modellierung, Steuern eines Roboters mit Lego Mindstorms oder digitale Werkzeuge aus Office365 zum kollaborativem Projektmanagement nutzen. Seit einigen Monaten treibt die Luxemburger Regierung, allen voran das Wirtschaftsministerium seine Bemühungen voran, den Weltraum wirtschaftlich zu erschließen. Stichwort: Space Mining.
Dabei geht es darum auf Asteroiden nach Rohstoffen zu schürfen, die in der Regel im Weltraum verbraucht werden sollen oder auch zur weiteren Nutzung zur Erde geschaft werden. Kern der Politik soll ein neues Gesetz über die Nutzung von Ressourcen sein, die außerhalb der Erde geschürft worden sind. Aber auch Investitionen und Beteiligungen des Staates an Unternehmen und Forschung, gehören dazu. Zwei US-Unternehmen aus diesem Bereich - Planetary Resources und Deep Space Industries - haben sich bereits in Luxemburg niedergelassen.
Wie nun bekannt geworden ist, ist Luxemburg einer der Hauptaktionäre von Planetary Resources geworden. Die Luxemburger Regierung, die Staatliche Investitionsbank SNCI und Planetary Resources haben ein dementsprechendes Abkommen über 25 Millionen Euro unterzeichnet. This summer, Luxembourg became the first country in the world to invest in asteroid mining, with a pledge of €200m ($223m) in funding for the space-mining industry.
Yet the country thinks it has more to offer the sector than just money: it also hopes to inject its intellectual capital into the mix.
Luxembourg is mobilizing homegrown talent at the University of Luxembourg to help private asteroid-mining company Deep Space Industries develop robotic technology for its prototype exploration spacecraft.
The University of Luxembourg's Interdisciplinary Centre for Security, Reliability, and Trust (SnT) will develop an optical vision system for the company's experimental Prospector-X spacecraft.
The research group at the University of Luxembourg's Automation and Robotics Research Group, which is part of the university's SnT Centre, has built up expertise in robotic automation and unmanned aerial vehicle vision systems. Luxembourg may begin a cooperation with Brazil in the area of space activities, potentially joining forces on satellite projects and space mining projects.
During the working visit to Brazil, economy and defence minister Etienne Schneider met with Brazilian science and technology minister Gilberto Kassab on 5 April.
According to a government press release, Kassab and his delegation expressed a willingness to collaborate with Luxembourg in the field of space activities, in particular through the Brazilian space agency (AEB) and national institute for space research.
“The Brazilian authorities have also discussed future satellite projects worth several hundred million euros of investment of real interest to Luxembourg companies such as SES, the world's leading satellite operator based in Betzdorf,” the statement read.
As a result of discussions, Brazil could also acquire satellite capabilities from GovSat-1, the first satellite from Luxembourg’s public-private venture, which has been operational since March 2018. „Wir wollten Luxemburg auf die Weltkarte setzen“, so erklärte Premierminister Xavier Bettel (DP) das Ziel seines Besuchs mit Wirtschaftsminister Etienne Schneider beim Innovationsforum in Skolkowo bei Moskau.
Am stärksten dürfte die russische Seite Luxemburgs Space-Mining-Projekt interessiert haben. Moskau habe zum Forum eingeladen, um Genaueres darüber zu hören, so Wirtschaftsminister Etienne Schneider (LSAP). Eine Diskussionsrunde war ausschließlich Luxemburgs Weltraumplänen gewidmet. Schneider stellt ein stark zunehmendes Interesse für Space Mining fest. In wenigen Tagen geht es weiter nach Houston zu einer Konferenz zum selben Thema. Rund 70 Firmen, vor allem Start-ups, hätten sich bereits beim Wirtschaftsministerium gemeldet.
Den Forumsdiskussionen in Skolkowo und einem anschließenden Arbeitstreffen mit Russlands Premierminister Dmitri Medwedew könnte bald eine Vereinbarung mit Russland folgen, sagte Schneider. Luxemburg wolle bei seinem Projekt alle mit ins Boot nehmen.
Gemeinsam müsse man prüfen, wie die friedliche Nutzung des Weltraums angegangen und wie die dafür notwendigen enormen Investitionen gestemmt werden können. Es gehe um Arbeitsteilung zwischen den Ländern, wobei jede Seite sein Puzzle-Teil einbringen soll. Russland verfüge u.a. über großes technisches Know-how.
Schneider denkt auch über einen Austausch von Fachkräften zwischen Luxemburg und Russland nach. Und beim nächsten Innovationsforum in Skolkowo 2019 könnte man mit einem nationalen Pavillon vertreten sein.

Die Regierung unterzeichnete nach Angaben vom Donnerstag eine entsprechende Absichtserklärung. Demnach wird sich das Hightech-Unternehmen aus Tokio mit einer in Luxemburg angesiedelten Gesellschaft an der Weltrauminitiative "Space Resources" beteiligen.
Das japanische Unternehmen ispace soll sich an der Erforschung und Entwicklung von Technologie beteiligen, die zur Entwicklung von Geräten und deren Transport zum Mond nötig sind. Die luxemburgische Regierung will mit eigenem Geld und mit Mitteln der Europäischen Weltraumagentur (ESA) den Transport eines speziellen Massenspektrometers auf den Mond fördern. Nach früheren Angaben von Premierminister Xavier Bettel soll bis Ende 2019 eine erste Erkundungsmission starten. The government earlier in 2016 presented plans for an ambitious space mining programme, followed by a 25-million-euro investment in asteroid mining company Planetary Resources. At a press conference on 11 November, it unveiled draft legislation ensuring that private operators working in space can be confident about their rights to the resources they extract in outer space.
The 17-article bill was based on a study carried out by professors from the Faculty of Law, Economics and Finance, including SES Chair in Space, SatCom and Media Law Prof. Mahulena Hofmann, Prof. André Prüm and Guest Prof. Jean-Louis Schiltz. They were supported by international experts, such as Prof. Frans von der Dunk, professor in space law at the University of Nebraska-Lincoln, and Prof. Fabio Tronchetti, who specialises in space law at the Harbin Institute of Technology’s School of Law, China. (TL/JB) Luxembourg is to get its own space agency, the economy minister announced Saturday at an event to exchange ideas between the European Space Agency and Luxembourg citizens.
Ettienne Schneider was speaking in front of 100 Luxembourg residents who had responded to the ESA's appeal and attended the discussion at Tramschapp, in Limptertsberg.
“The idea of a national space agency is an idea that I have had for some time. For now, we do not have the personnel. But this kind of structure is an idea I would expected to announce in the future,” he said, responding to a question from a Portuguese resdient.
The Minister outlined the government's space strategy for the country, namely its recently announced act on the rights for harvesting precious metals from asteroids. The Resources Act is to be presented in October and, if passed, should come into effect in 2017.

Luxembourg, a small European country about the size of Rhode Island, wants to be the Silicon Valley of the space mining industry. The landlocked Grand Duchy announced Friday it was opening a €200 million ($225 million) line of credit for entrepreneurial space companies to set up their European headquarters within its borders.
Luxembourg has already reached agreements with two US-based companies, Planetary Resources and Deep Space Industries, to open offices in Luxembourg and conduct major research and development activities.
