Dementsprechend heißt es im Fazit des Berichts auch leicht sarkastisch formuliert: "Die einzige andere Erklärung wäre eine geheime, gut ausgestatte Organisation zahlreicher chinesisch-sprechender Personen, die direkten Zugriff auf die Telekommunikations-Infrastruktur von Shanghai hat und jahrelang unmittelbar vor der Haustüre der [Cyberwar-] Einheit 61398 Computer-Spionage im ganz großen Stil betrieben hat."
