Declining birth rates and an explosion in the number of universities - more than 160 for a population of 23 million -- mean the vast majority of high school students gain entry to higher education.
Taiwan should give more people a vocational education, as it did in the early post-war years as the country is in the paradoxical situation that it struggles with unemployment at the same time as industry cannot find workers.

The research shows that whilst employers do not use the descriptors of ‘on-the job’ and ‘off-the-job’ training themselves, they understand and were able consistently to apply these definitions to their own workplaces. The research tested a number of alternative formulations of the training questions but there was not one which generally thought to be more useful and easier to apply to their workplace. Because of this we are reassured; the data we produce on training accurately reflect the training position amongst UK employers.

In Romania, the concept of lifelong learning as such is quite new. Some aspects, like adult continuous education and professional training as well as the apprenticeship at workplace were offered extensive attention, but an integrative vision on lifelong learning was not transposed into legislation and practice, until recently. The paper offers a review of the measures taken for the development of the lifelong learning system in Romania. The most recent, the Law of Education 1/2011 set the premises for the desired lifelong learning system and aligned the Romanian educational system with the European vision on lifelong learning to facilitate the emergence of the knowledge economy. http://www.rcis.ro/images/documente/rcis37_03.pdf

UK. Lost in translation?: skills policy and the shift to skill ecosystems

With government aware that the UK economy has relatively low skill levels compared to other OECD countries, boosting the supply of skills has long dominated UK economic policy. New thinking rejects static notions of equilibria and centres on the concept of 'skill ecosystems', which are akin to dynamic living organisms with interconnected parts, actions and needs. In this chapter, the authors outline this shift in thinking and indicate how the concept has been lost in its translation into policy initiatives. They then re-present the concept so that understanding of it and its relevance to the new economic thinking is clearer. The findings of the study will be useful for university administrators involved in the international marketing process, current prospective international students and graduates, policy makers and other experts working with the issues of international education and employment.
