This report investigates the social benefits of initial and continuing vocational education and training (VET) for individuals in Europe. The results show that initial VET is associated with positive changes in social outcomes for individuals. These social outcomes are mediated by the institutional setting in which VET takes place. The social benefits of VET for individuals materialise in all countries but their nature will change according to the institutional factors supporting the formation of certain types of benefit.

Recent developments in competence-based education have motivated institutions of vocational education and training (VET) to improve the links or connectivity between learning in school and learning in the workplace, which has been a problem for decades. In previous research, a theoretical framework describing the underlying aspects of competence-based education was developed. In this study, three aspects of this framework were used to analyse connectivity between learning in school and learning in the workplace.

US. Boiling point? The skills gap in U.S. manufacturing

67% of respondents in the manufacturing industry are reporting a moderate to severe shortage of available, qualified workers and 56% anticipating the shortage to grow worse in the next three to five years. In addition, the report indicates that 5% of current jobs at respondent manufacturers are unfilled due to a lack of qualified candidates. These results underscore the tenacity of a worsening talent shortage that threatens the future effectiveness of the manufacturing industry.

This research examines continuing professional learning in the pharmaceutical sales industry.
Pharmaceutical-sales is a knowledge-intense, highly competitive and rapidly changing industry employing a geographically distributed workforce. The varied ways in which agents in this industry continue to learn for work are presented and examined. A framework is developed and employed for exploring and reporting fundamental characteristics of ways of learning beyond designation of in/formality.
Findings include the importance of peer-learning for non-co-located peers, the identification of intentional incidental learning, and a non-traditional role for workplace learning in a knowledge-intense and competitive environment.

The research project seeks to provide answers on how fixed-term employment affects the development of occupational competences. The objective is to compare the impact of this form of employment on competence acquisition by fixed-term employees and employees in “normal” working relationships from a subjective angle. Criteria for comparison are: scope for activity, task diversity, complexity of work, career opportunities, participation in formal continuing training, social support and integration, decision-making powers, information offerings as well as job satisfaction.

Drawing on an institutional ethnographic study of the credential assessment practices in the engineering profession, the study problematizes the redundant and ad hoc assessment procedures, licensure bodies‘ narrow focus on applicants‘ undergraduate education, and their deficit approach to training from other countries.

The evidence is clear: the demographic shift is resulting in retirements; there is a growing shortfall of skilled workers; and we have a growing mismatch between the skills required and those available.
Four priorities resonated across the board:
- upskilling the existing labour force
- immigration policy
- educator-employer connections,
- and Aboriginal education and workforce development.
Canada urgently needs to revamp its policies, programs and attitudes to support continuous, life-long learning and skills upgrading.

On the measurement of competency

Across multiple societal sectors, demand is growing to measure individual and group competencies. Unpacked following the assessment triangle (construct, observation, inference), competency measurement is exemplified by research from business, military and education sectors. Generalizability theory, a statistical theory for modeling and evaluating the dependability of competency scores, is applied to several of these examples. The paper then pulls together the threads into a general competency measurement model.

A common problem for high risk industries such as mining is how to provide effective safety related training. Virtual reality simulation offers the opportunity to develop perceptual expertise, perceptuo-motor skills, and cognitive skills such as problem-solving, and decision-making under stress, without exposing trainees or others to unacceptable risks. This review examines the evidence for the effectiveness of virtual reality as a medium for safety related training in mining.

Enterprises influence adult learning in many ways. They are not only learning places and training providers, they also finance training. Learning takes place randomly or purposefully in the course of the work process. Larger enterprises in particular offer their own internal courses or finance their employees' participation in training measures offered by external training providers. Based on the European survey of continuing vocational training in enterprises, CVTS, this paper examines which forms of learning predominate in employer-provided vocational training in Germany and in Europe and whether the training offered in Germany has become more diversified in the majority of enterprises in recent years.

Competence development – a key concept of higher education

Entrepreneurship education has met new challenges in the last few years. Several studies show that successful entrepreneurs are important for economical growth. However, there is evidence that university education does not always fulfil the goal of adequately preparing young people for this task. Competence development rather than a mere acquisition of knowledge and skills has been identified as an important key concept. This is the starting point for a study performed by Weber and Funke. They discuss how entrepreneurship education programs meet (or do not meet) this task and present an alternative approach for entrepreneurship education. In this comment, the approach is integrated in current views on a competence-oriented education and discussed with respect to its innovative potential.

Effectiveness of interventions aimed at improving women's employability and quality of work : a critical review

This paper examines the effectiveness of a variety of policy interventions that have been tried in developing and transition economies with the goal of improving women's employability and quality of work. The programs include active labor market programs, education and training programs, programs that facilitate work (such as childcare subsidies, parental leave programs and land titling programs), microfinance programs, entrepreneurship and leadership programs, and conditional cash transfer programs. Some of these policy interventions were undertaken to increase employment, some to increase female employment, and some for other reasons.
