Unlike large corporations, SMEs possess limited resources, making it exponentially more challenging to support these human resources needs. There is a dire need for innovative research & solutions.

Higher vocational and professional tertiary education includes programmes with very different design features and functions, ranging from two-year programmes in tertiary institutions through professional bachelor degrees to free-standing professional examinations designed to upskill existing practitioners. In some European countries the scale of enrolment in the higher vocational and professional tertiary education sector now rivals that in regular universities. But not all countries have established a separate sector; in some countries applied, practically oriented programmes are taught within multi-purpose institutions alongside programmes like history or physics. This report compares this sector across OECD countries, drawing on quantitative and qualitative data. It describes types of programmes across countries and assesses data quality. The report zooms in on pathways leading into vocational and professional programmes and transitions into further learning or the labour market, as well as the profile of learners served by these programmes and links to the labour market. Comparative data in this area have major gaps because of the lack of internationally agreed definitions for programme orientation at tertiary levels. This report proposes a three-way classification to resolve this problem and sets out practical tools to implement this and thereby improve data availability and quality.

In the context of considerable labour market change, many adults in Canada are being challenged to consider alternative career paths, and to upskill or retrain. Career guidance has the potential to facilitate employment transitions: not only from the education system to the labour market, but also from unemployment to employment, and from declining to growing sectors. This study assesses the career guidance services that are available for adults in Canada, and puts them into an international perspective. New survey data show that Canada performs well in an OECD comparison with respect to the quality of career guidance, but there is room to strengthen the provision and accessibility of services. The report provides concrete recommendations to encourage greater and more inclusive use of adult career guidance, and to promote high-quality service provision.

Social media is significantly paving its way in the classroom and it could be useful for effective instructional delivery of Technical and vocational education and training (TVET) programmes. This study was carried out in Enugu State , Nigeria to determine Social media as a platform for effective instructional delivery of TVET programmes in Public Universities in Enugu State.  Survey research design was employed for the study. The population consisted of 97 TVET lecturers teaching in the two public universities offering TVET programmes in Enugu State. The entire population was used. Therefore, no sample was drawn because of the manageable size of the population. Two research questions were answered by the study and two null hypotheses tested at .05 level of significance.  The result of the study revealed that social media is a useful platform for effective TVET delivery but TVET lecturers utilize social media to a low extent.  From the findings of the study, the researchers recommended among others that TVET lecturers should update their skills in the use of social media and also, TVET institutions should upgrade social media facilities in their various institutions for effective utilization in TVET delivery.

The topic of skills development for working-age adults seems to take centre stage when labour markets face a new “unprecedented challenge” – be it new technologies or changing demographics – only to disappear from media headlines soon after the hype dies down. This time, however, because of the impact of COVID-19, the need for new skills is driven by an ongoing reallocation of labour across economic sectors and jobs, as some sectors lay off thousands of workers while others create new jobs. As many people consider changing careers due to the pandemic, the reallocation trend promises to continue for some time.
