This study compares eligibility for student financial aid by examining the amount of funds (both repayable and non-repayable) that a student would be eligible to receive in each province, based on their income group (low-, middle- and high-income). Individual provinces have also demonstrated priorities such as debt reduction strategies, universal grants, and student independence from parental support, to name a few. Canadian businesses had 200,000 vacancies in December, the lowest number since March 2011, when Statistics Canada began collecting job vacancy numbers.

Canadian businesses had just under 200,000 vacancies in December 2013, the lowest number since March 2011. The question of whether or not there is a labour shortage depends on where in Canada you're trying to find a job. The ratio of unemployed people to vacant jobs worsened in every province in December, but the absolute numbers were dramatically different from one province to another.

Canadian businesses reported 200,000 job vacancies in December, down 21,000 compared with 12 months earlier. There were 6.3 unemployed people for every job vacancy, up from 5.7 in December 2012. The increase in the unemployment-to-job vacancies ratio was the result of fewer job vacancies, as the number of unemployed people was little changed.

Canada. Overall, talent remains a key issue as 63% of Canadian CEOs ranked the availability of key skills the biggest threat to growth prospects. Talent will continue to remain top-of-mind, as more than three quarters of Canadian CEOs plan to increase investment in creating and fostering a skilled workforce.
Overall. CEOs remain as concerned as ever about the availability of the key skills they need – 58% cited this as a problem compared with 54% in last year’s survey. The skills shortage is particularly acute in fast-growing markets such as Africa (where 82% of CEOs say availability is a problem).

The study recommends that there should be:
- homogeneous quality standards for apprenticeship-type studies
- a balance between specific occupational skills and general skills and competences
- the involvement of the social partners in the design and organisation of apprenticeships, as this is an essential factor for their success
- initiatives taken with students to improve the general image of the vocational education system.

Since local communities that are recovering fastest from the crisis are those having a labour force that is adaptable to external trends and shocks, local and regional authorities (LRAs) can play a crucial role by addressing the less conventional, more modern skills as an important way to increase flexibility and adaptability of the labour force. These skills include basic skills, multilingualism and digital literacy, while the development of entrepreneurship becomes a key component for welfare as it may create occupation for the unemployed and new businesses. By the same token, media literacy is necessary for creating new jobs in the media industry and for school education to improve, in turn, the level of media literacy in society.

Skill deficits in developing countries: a review of empirical evidence from enterprise surveys

This study aimed at assessing skills deficits in developing country contexts on the basis of firm data from World Bank Enterprise Surveys. A precise definition of skills deficit was used – employers’ perceptions of inadequate workforce a educational levels as a relative and absolute constraint to firm growth and performance - to assess the relevance of skills deficits in a set of 25 low- and middle-income countries. Although limited to the formal sector and to employer perceptions, the study nonetheless highlights a number of patterns concerning skills deficits in the development world of relevance for policy.

Recognition of Prior Learning (RPL) is a potentially valuable tool for India to bring millions of people back into training and education and set the country on a higher skills trajectory. However, implementing RPL is complex and challenging. In India, forward-thinking organizations are running their own pilot RPL initiatives to lay the groundwork for the introduction of the concept on a wider scale.
The report focuses on the Recognition of Prior Learning (RPL) in the Indian context, by evaluating LabourNet’s RPL initiative in Bangalore.
