Measurements of Skill and Skill-Use Using PIAAC 

We develop new indices of skill and skill use, drawing on the alley of skill and skill-use questions in the Programme for the International Assessment of Adult Competencies (PIAAC). We demonstrate that the proposed skill and skill use indices explain the wage gap between males and females, as well as the gap between immigrants and natives. We also show that the skill use index captures the side effect of parental- leave policies on females that conventional labor-market outcomes fail to capture. We discuss how the newly developed indices can be merged to conventional survey data.

PIAAC - Canada. Skills in Canada: First Results from the Programme for the International Assessment of Adult Competencies (PIAAC)

The report provides information about the literacy, numeracy and PS-TRE skills for the Canadian population aged 16 to 65. It provides results for Canada as a whole, as well as for all the provinces and territories. In addition, it looks at the relationships between skills proficiency and a range of socio-demographic characteristics (e.g., age, gender, level of education) across the entire Canadian population. It also reports on first results on the literacy, numeracy and PS-TRE skills of Aboriginal populations, immigrants, and official-language minority communities.

In the context of literacy and essential skills (LES) and PIAAC results – can place-based approaches offer a more localized method to LES, as it is at the local level where skills are developed and deployed?
Place-based approaches have the potential to align LES more closely to community development. This in turn can lead to greater and more measurable social impacts and strengthen local skills and their utilization in the workforce - all which PIAAC has been designed to measure.
