This report describes how entrepreneurship competence is embedded in vocational education and training (VET) in Europe. It complements existing knowledge with examples of methods, tools and approaches that can help policy makers, VET providers and other stakeholders build better entrepreneurial learning ecosystems.

The report is based on the research of Cedefop’s study Entrepreneurship competence in VET and eight national case studies covering Spain, France, Croatia, Italy, Latvia, Austria, Finland and Sweden.

In Sweden, learners can follow upper secondary initial VET programmes in school-based form or as an apprenticeship, achieving a qualification at EQF level 4. At higher VET, 1- to 2-year and 2- to 3-year VET programmes are offered at EQF levels 5 and 6. 
The employment rate of VET graduates is higher than the EU-27 average, but the share of initial VET learners in total upper secondary education is quite low (35.6%). The country has above 34% participation in lifelong learning, the highest among the EU-27 Member States. 
Lack of teachers, ICT specialists and the skills mismatch between labour market needs and graduate qualifications are current challenges for the country. To increase the attractiveness of VET, several measures were launched, such as facilitating progression to higher education.

eachers have described the importance of competence which was not developed during teacher training. Instead, important competences were often developed in the previous profession or informal teaching activities. Vocational teachers seem to value and utilise their previous occupational worker identities to a high extent. This should be considered when teacher training or in-service training is designed to support individuals in developing their (new) teacher identity.

As the country continues to experience skills shortages in key sectors of the economy, the report describes the country’s growing shortage of highly skilled labour as critical, predicting shortages in the Manufacturing, Automation and Energy and Utility industries. Supporting this view are findings from 32 countries around the world, which reveal that Canadian businesses are reporting serious problems finding the workers they need amidst a growing skills shortage.

This article reports results from a Learning study in which two university based researchers collaborate with a vocational teacher at an upper secondary vocational school. The analyses highlights concrete changes in the teacher’s teaching, and it is argued that the approach used in the study can lead to a development where we can find forms for teaching specific subject content within vocational education.

Higher vocational education is a post-secondary type of education at EQF level 5 and 6 that combines theoretical and practical studies and functions in close cooperation with employers and industry. Expansion of higher vocational education started in 2018. Until 2022, the number of yearly study places will expand by approximately 45%, from 30 000 to 44 000 and the number of students in higher vocational education is expected to increase from 50 000 to 70 000 in five years. Higher vocational education programmes can be studied part-time or full-time.
