Global Earnings Inequality, 1970–2015

We estimate trends in global earnings dispersion across occupational groups using a new database covering 66 developed and developing countries between 1970 and 2015. Our main finding is that global earnings inequality has declined, primarily during the 2000s, when the global Gini coefficient dropped nearly 10 points and the earnings share of the world’s poorest half doubled. Decomposition analyses emphasize the role of income convergence between poor and rich countries and that earnings have become more similar within occupations in traded industries. Sensitivity checks show that the results are robust to varying real exchange rates, inequality measures and population definitions.

If the minimum wage were raised to $10.10 an hour, 1.7 million Americans would no longer rely on government assistance, and government spending on current income-support programs would decline by at least $7.6 billion per year. This money could then be repurposed into either new programs or expansions of existing programs to fight poverty.

We use a random effects dynamic probit model to estimate the effect of overskilling dynamics on wages. We find that overskilling mismatch is common and more likely among those who have been overskilled in the past. It is also highly persistent, in a manner that is inversely related to educational level. Yet, the wages of university graduates are reduced more by past overskilling, than for any other education level. A possible reason for this wage effect is that graduates tend to be in better-paid jobs and therefore there is more at stake for them if they get it wrong.

Using the 2007 National Apprenticeship Survey (NAS), this research paper estimates the earnings functions of individuals who completed or discontinued a registered apprenticeship program. Controlling for observed demographic, labour market, and employer characteristics correlated with the two apprenticeship states, it finds earnings differences of approximately 20%. The paper also disaggregates apprentices into four groups on the basis of program completion and certification in order to refine the wage comparisons.
